I have a list of deactivated users who under users show as deactivated but do not show up as deactivated users under "managed accounts". I need to reactivate these users, what steps should I take?

An org admin who is managing those accounts will be able to activate the accounts of the org their part of , meaning where the domain is claimed

Can you share an image of what you see when you open the user's profile in the admin panel?
Also, do you have ownership of the domain, whose profile you're trying to manage?

@Vivek Sachdeva If you don’t see those users under the Managed Accounts section, they are likely external users managed by a different organization, and their accounts may have been deactivated by that organization.
To activate those accounts, you’ll need to contact the Organization Admin of that organization.
