Hello Team - I wanted to check :-
1. I am getting error for creating new users as max license reached and hence unable to create new users, so if I deactivate some users which are no longer needed, can it help to create New users and the deactivated ones will not be counted in license ? Please clarify - thanks in advance.
2. Secondly can the deactivation of user only be initiated with " Site Admin " login or " Trusted login " as well, wanted to know the steps for proper deactivation of user as I want to maintain history of al records / actions for the user which I want to deactivate.
i'm guessing you have a starter license that limits the number of users. In order to stay w/in the constraints of a starter license you will need to deactivate (and should) unused users.

Only organization admins can deactivate or delete a user from organizations and across sites. The user has to be deactivated or you will be billed for them.
