Default Assignee does not work

I am the project lead of a Service Management Project

I have the "Default Assignee" set to "Unassigned"

Despite these settings, every issue that is created is assigned to me. I had to set up an automation that sets any new issues assigned to me (which is all of them) back to unassigned like they should be based on my settings. This generates a lot of extra emails for me and is generally just aggravating. 

Is this a bug? Is there a hidden setting I have somehow missed? All the googling I have done points to the "Default Assignee" setting which clearly is not working in my case.

@Bill Sutley - Just to be clear, you have the default assignee on the project details page - <instance>.atlassian.net/jira/software/projects/<Project Key>/settings/details - as unassigned? 

Also, do you have any rules set up that automatically apply components that may be assigned to you?

When I navigate to project settings > details page, the url I get is - <instance>.atlassian.net/secure/project/EditProject!default.jspa?pid=<00000>

Even when trying to navigate directly to the path you mentioned it redirects to the above path. And that is where I have set and reset the Default Assignee several times.

I reviewed the 3 rules we have on this project and the only one that applies to all incoming task is the rule I made un-assigning new issues when I am the assignee. This rule I made in response to the issue I am having, removing it just leaves everything assigned to my name. The other rules deal with assigning\escalating issues that meet one specific criteria. I turned off all the rules and tested again and the issues are still assigned to me by default.

Are you using Components in this project? Components can also be used to designate a default assignee.

To check that go to Project Settings > Components

Here are a couple more things to try:

  1. Global Automation rules - Take a look at Rule Executions on an impacted issue and see if there are any unfamiliar rules executing.
  2. Workflow post functions upon issue creation
  3. Are you using any 3rd party apps like Script Runner?  If so, are there any jobs/listeners configured?

Thank you! this helped me a lot. I found out we had a post function "when issue is created assign it to project leader"
