I keep getting, "You haven't provided Default Reporter and Create Users is off. Messages sent by unknown users will be silently ignored." error when setting up the default reporter even when I place in the value. If I select "create user", it doesn't allow me to save the configuration. This is for the incoming mail settings. Any workarounds. Due to this issue, my emails are not coming into Jira.

This issue seems to be an issue for a long time. I don't see support working on it. So far that case is marked closed.

Problem is, it's Cloud - the issue was fixed over a year ago.
You'll need to re-raise it with Atlassian. (FWIW it's working for me)

This is what I get. It seems if you change the reporter at anytime the issue comes back
