Development Panel - Enabling for Specific Projects

If I enable the development panel on the Card Layout (via the Board configuration) for my project, then the development panel will be enabled for only my project. Right?

I mean other this board configuration, and the card layout will be specific to my project.

OR if i enable the card layout on a specific project's Scrum board, will it be enabled for all projects in that jira instance? I am using JIRA Server v8.12.2

The card layout on the Board configurations is specific for the board. When adding the three extra fields, it will only be visible for the cards on that board. 

Is different from, for example, permissions and notifications schemes that can be shared between project.

Board settings are specific for each board. In case you need a field to be visible on the cards, it will be necessary to configure board by board.
