Development field hidden in new projects, why?

We use a standard field scheme to create new projects, but the fields "Development" and "Story Points" are by default hidden when checking the issue layout. We seem to not be able to change this behavior in the Default Issue Screen scheme, and right now have to unhide the field by hand whenever we create a new project. 

This seems cumbersome - any idea on how to set up a standard issue layout for a issue screen scheme?

Sounds like they are hidden in the field configuration scheme

The "Development" field is provided by the Bitbucket integration, it cannot be edited in the field configuration scheme. So this cannot be the case.
