Difference between site admin and org admin - publishing workflow

Hi, I created a workflow for our project, however I cannot publish it in the project. Just wondering if its because I am an Org Admin? in my previous company i am always the site admin so not sure if being an org admin makes a difference. and maybe this is why I cannot publish the workflow?

Welcome to Atlassian Community !!

When you mean you cannot publish what error it says ? 

When workflow is created newly it will be in inactive status, you have to attach to a workflow scheme and an issuetype in a project.

And coming to site vs org-admin in the new improved user management experience we don't have that distinction, please check here https://support.atlassian.com/user-management/docs/give-users-admin-permissions/#Improved-user-management-experience

We have Org Admin, Product Admins in this new improved user management experience

hi, thank you for your reply.  There is no error message. I just cant publish it (see screenshot) although I have an Org Admin rights.
