Disable comment addition due to previous rule

Hello folks,

I have two rules for different scenarios. The first one adds a comment to notify the reporter regarding the guidelines. Second rule to notify the reporter with different guidelines. When the second rule runs, the first  comment should not be added at all to the request, instead notify with the new guidelines. How do I make this work? Thanks in advance!

note: The  new rule will work on different epic link, but the first rule works in general for all issues created in our project.

What are the triggers for each rule?

For the first one, any new issue that hits our project will get the auto comment added. For the second rule, any issue with the specified epic link will get the new set of comment. 
 Will a If-else block work? For the second rule to work, I can mention the new epic link and comment and for the first rule (else block) I can mention all other issues excluding the epic link of “IF” block’s and appropriate comment.
