I have a custom field (date) which is only to be set once an issue is ready to be closed. However, when an issue is created this field is not displayed and as such cannot be edited. Is it possible to display this for edit when there is no value set when creating an issue?

With custom fields, there must be a value.

If you don't need the field on edit screen, you can remove it.

Unfortunately, I need to find a workaround so that users can edit/input a date on the edit screen. My query is whether there are any plans to remove the need to input data on the Create screen in order to be able to edit/input a value in the custom filed later.

The field will appear on the EDIT screen if it is placed there. It just won't appear in the details screen without a value.

I can see that, the issue for me is that I only know the date (publication date) after the issue has been created and there is no facility to enter a date at this point.

if the field is to be set once the issue reaches a particular status you could add a transition which loops back to the same status with a transition screen to set the date value
