I don't want people to be emailed when user is added in JIRA Cloud. How can we do this?

Do you mean the notification that Admins receive when a user is added or requested to be on-boarded?
Or do you mean the User Invites that are sent when adding a User into Jira/Confluence.

When I add a user, I don't want him to receive an e-mail. When I finalize the projects, I want them to be available for use. To define users in projects, I want them to be defined in JIRA Cloud beforehand.
