Can you provide more information about what you are trying to do with the tabs?
I last worked with JIRA Sever v7.x. In that version your could arrange fields on Tabs in the configuration of Screens. There were some limitations to that, though, in that some fields could not be forced off the main issue display and to a tab.

Well,just a habit of use, some websites used before can be set to switch to TAB mode display, TAB mode makes each open page clearer.Currently, JIRA can only open multiple browser tabs to enable TAB functionality, which is more convenient with TAB mode.

This would require a complete redesign of the application UI, it's not about "tab mode", it's about the layout of an application. It's far more flexible and useful for the user to work in a single window and let the browser do all the work when they want multiple views on to the application.

You either need to give them accounts that can see the projects they need to see, or you could enable anonymous access to the projects, then visitors would not need to log in to see the issues (or search for them)
