I am wondering if Jira has the "source control" or " configuration Management" capability. If so, can you please point me to the information?

Welcome to the Atlassian Community.
Jira is for tracking all your issues, and you can connect it to your SCM system to get information from it, but you do not store your code in Jira. If you are using Git or Mercurial you can use Bitbucket, if you are using SVN, Perforce or Git you can use Fisheye/Crucible to integrate your code with Jira.
