Does Jira charge per active user or per package?

Hi, I'd like to upgrade our plan to Premium and I'm trying to find out the end cost of it.
Our Jira account is managed by a 3rd-party service that charges us on a package of 50 users. Right now we only have 26 active users. I couldn't understand if Jira charges for 50 users because this is the package we choose or per active user, meaning for 26 users (and not 50).

There are two possibilities:

• Annual billing, which means your are paying for user tier 26-50 (and it doesn't matter if you have 26 or 40 or 50 users) and you pay at once for a whole year 
• Monthly billing, which means you pay each month the price according to current number of users (26).

If you have 26 users, it would probably be much more cheaper to pay monthly.
