Does Jira has an “External” board feature that we can use ONLY for clients? I want something where in they can see and upload/add to, but want to be sure that they can’t see any of our other boards.
Not sure if it helps but I've seen some teams do this via Confluence, and give them access to a "Customer" Confluence space with a curated view of the work items.

Jira doesn't have a external only/guest only board that has a curated and controlled view of a project/s to share with your clients.
However, I think you could partially achieve this by creating a specific permission scheme for your clients (more info here: https://support.atlassian.com/jira-cloud-administration/docs/manage-project-permissions/).
This would enable you to control access at the project level but I don't think you can use permission schemes to control access to specific boards.
To get more control over information is in the board you share with clients you can use a plugins from the Atlassian Marketplace or my app - Visor.
