We have adopted the Jira platform as our company seeks to adapt a more agile methodology, however we will initially need to support waterfall projects. Does native Jira support dynamic scheduling. Will dependencies adjust the start and due dates? Will a percent complete be calculated by comparing the time entered by resources to the anticipated work effort? Or is percent complete calculated by it's position in the workflow?
Can a resources complete utilization on projects be calculated to show their availability for future work, and can a resource be allocated to a project for a percentage of time and not full time? Can multiple resources be assigned to the same task.
We have been doing dynamic scheduling and resource management in MS Project Server, and would like to provide that capability to project and resource managers now, and for the short term, until we adapt a more agile approach.
Our organization is somewhat frugal, and would like to do as much as we can in native Jira, but if that's not possible, some add-in suggestions and/or articles that address this topic would be greatly appreciated.

Have you subscribed to Jira's Standard plan or Premium plan?
The Standard plan (for the Jira Software product) includes Basic Roadmaps, while the Premium plan includes Advanced Roadmaps. For an overview of the differences in the Roadmaps functionality take a look at this page.
As per that page a Capacity Planning feature is available only with Advanced Roadmaps which is available only with the Premium plan.
I have not worked with the features in detail, so I can't really provide much in the way of details particularly about capacity planning.
Thanks! We do have Premium, but no add-ins. I'm ideally looking for a way to create a project schedule using a WBS that allows me multiple levels of task hierarchy, and when one task's due date / finish date is extended, it dynamically adjusts its dependencies. Detailed and dynamic project scheduling.
