Suddenly, d&d doesn't work anymore. I haven't set anything up and it doesn't work for anyone anymore – except subtasks, strangely enough. All permissions are correct, I've checked them.
You can not drag and drop between swimlanes, only columns. Can you still move between columns?
The reason you can't change swimlanes is because they could be anything. How would you change an issue from one swimlane to another if the swimlanes were "assignee = Bob" and "component = penguin"?

I opened a ticket with Atlassian Support, and while recording a video screenshare, I stumbled on the problem. In our case, total user error. We had been trying to drop a card anywhere within the destination column. Turns out you have to drop a card within the designated highlighted portion at the top of the destination column. I can only think that this is a newer feature, as all team members encountered the same problem.
It impacted kanban boards across multiple projects. No one was trying to perform a move that the workflows didn't allow.

No, I can't use D&D if I'm using swimlanes. If I set swimlanes to "Off" it works.

I think we need to see this, can you record a video where you try to move an issue from one column to another (in the same swimlane) and it fails? And a second to confirm that you can move between the same columns when swimlanes are turned off?

The problem is unique to swimlanes. If I turn it off, drag and drop works again.

As Nic conveyed you cannot drag, and drop between swim lines. If you want an item to appear different swimming, then you need to understand how that swim lane is to find a match your issue to those constraints.
