Edit a user's "Full Name" as a JIRA Administrator

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

JIRA > User Management > a user > Edit > The full name field is shown but disabled and not editable. Asked the user to go to his/her profile, edit, manage, etc. – the full name is ok there, but is still wrong in JIRA.

That is correct.

Cloud uses nothing but "external" accounts now. 

Google accounts or SAML based ones are controlled in their respective directories.

Atlassian accounts belong to the users, not the administrators or the organisation.  Users can change their full name on their account, but random admins can not because it's not their account.
