I am aware that Jira allows users to edit comments based on their role.
I would like to allow broader users to edit or delete their own comments, as long as if the edit was done within small amount of time (such as within 5 minutes of original post) just to fix their issue that they found.
Would there be any ways of allowing this?
Is there a reason for adding rules to the function of edit/delete?

Not allowing users to edit/delete comments after an arbitary window of time appears to me there is some trust issue within the organisation. If that is the case, removing the edit/delete permission outright and asking users to be mindful may be a simpler approach; it would take some time for users to adapt their behaviours once they get used to the idea that their comments are going to live for eternity to be mindful.
People make mistake, and at least they should be given small window of chance to correct their mistake, whether the mistake may be commenting to wrong post, or simple misspell.
Even if I ask the user to be mindful, if the mistake is crucial enough, the user is just going to go up to the person with the authority to fix it, and I feel that is waste of time for both person asking to fix as well as the person with authority.
You would say it is a trust issue, but it is a policy that is not in my control. Because I cannot make the core change of allowing everybody to edit, I want to find alternative to make suggestions.

Why should mistakes be time bounded?
I lean on letting authors edit their own comments indefinitely. JIRA tracks all changes in the history anyways.

@sukkeong Unfortunately you're wrong about Jira tracking all changes to comments. If a user edits or deletes their comment the only info Jira tracks is the process of editing/deleting "a comment". It is not tracked what was edited/deleted which for me is the main problem.

@publicst This is a interesting question I had the same question a while ago and found that this is at least not available out of the box Jira. It might be possible with a few add-on out there but I will wait for the answer just like you lets see what the community comes up with!!
