where can we see the default email template or any email template configured by the user in the UI?

How can we check it?

You can customize emails for Jira by changing code like Nic mentioned, or you can use a third party app that does this. We make https://marketplace.atlassian.com/apps/1211069/notification-assistant-for-jira-email?hosting=datacenter&tab=overview to help with this.

Email templates for most of Jira are in the code. The exception is Service Desk mails, which are configured in the Service Desk settings.
