We are encountering an error "We could not connect to the file storage service. Please try again in a moment" while trying to attach/upload files.
Is it a Jira error or netwrok issue ?

This usually occurs when there's a timeout on the network or your tokens expired, and sometimes, it can happen when you're trying to upload too large of a file as well.
First is this occuring for a specific file or file type and not others (i.e. something like png will upload but pdf fails), or is it just a specific file (i.e. other files upload to the same issue just not the one file abc.ext)?
I would also recomend refreshing the page and trying again as the next step to see if its a just a network hangup, then try logging out of the instance and flushing cache then log back on to see if this clears out the error. And there are a few more things to check noted in this KB as well to rule out browser/network side issues.
If this does not clear out the error open up the browsers development tools javascript console, and log to see if there are any additional errors triggered in the page script that can help narrow this down.

We identified that it was a issue in our client network and when we tried uploading the document outside the client network, it was working fine.
We have forwarded the issue to our infra team.
