I have seen a number of reports of this behavior and was able to reproduce it in my own instance. I found a bug titled End of Life check fails with NullPointerException that matches the issue. Review the issue to make sure you agree and if so please vote on the issue to add impact and you'll be notified when there are any updates. In the meantime the ticket lists a workaround:
Create jira-healthcheck-eol.json in $JIRA_HOME and add
{"name":"7.6.0","releaseDate":"2017-11-16"}Then restart JIRA

Now the question is why do not jira-healthcheck-eol.json get updated with the right version when upgrading?
All my previous upgrade versions was listed in the file.
