We have a scenario that we disabled the user in AD two months ago but his last seen is shown as 07 August 2023. Is this possible ?

Have you confirmed that the user account you see in Atlassian Cloud is linked to the AD account? Do you use an IDP to provision into Atlassian Cloud the users from your AD, and keep the information synchronized? Have you claimed and verified the domain so that the accounts are managed by you?
We are using Gmail and Outlook SSO to allow the users. We are using external Directory.
