Wondering if there is a document/set of instructions to follow to export an existing on -premise Jira website to cloud (On Azure). Thanks!

If you are moving to Azure you are migrating Jira to another host and should be able to follow these instructions.    https://confluence.atlassian.com/adminjiraserver/migrating-jira-applications-to-another-server-938846962.html

Azure does have some templates that allow you to stand up the Azure instance environment quickly.  Make sure that the versions are the same so you can have an easy migration.
