Currently I have a new service desk project. I cannot find out how to have the portal open without creating the customer within the project.
How can I configure this project portal so the domain can be accessed by anybody?

Have a look at how to configure both global and project customer permissions in this support article.
It is those permission settings combined that impact access to your service desk.
