UPDATE: I just realized the ICON is actually showing up on my browser's tab that contains JIRA but not in JIRA itself.
ORIGINAL QUESTION:
We are using JIRA 7.13.2 and Confluence 6.13.4. The 8 bit 32x32 PNG files that used to work as JIRA favicons are no longer woking in JIRA. Newly created 8 bit 32x32 PNG files also do not work. In the LOOK & FEEL page I see the file that I uploaded and the image that should appear but outside of LOOK & FEEL, where there should be an icon/favicon, I see the icon of a broken page.
When our favicons worked, were using JIRA 7.10.0 and were not using Confluence.
Any ideas?

From the screenshot , i think you are looking for the project icon which is not working.
You can edit the jira project's details in the jira administration and upload the 'Avatar' to make it working again.

Fazila, You were correct - I totally forgot about the "project icon", thinking about too many other issues/problems.
