I want to set up a pick list for a field within an Issue based on the value in another field. Is this possible? For example, if the Developer fields = 'xyz' I would like the Approver field to = 'abc'.

You can't have values appear in a field based on the value of another field while in the create process. You can update the second field based on the value of the first field when the issue gets created by applying an Automation rule.
Is that what you are going for?
Thanks John. I agree I do not want this to happen during the creation of an issue. What I am looking for is if 'abc' is selected in the Developer field of the issue, then the options for the Approval field would be 'None', 'xyz' and 'zzz' for example. If '123' is selected in the Developer field of the issue then the options for Approver field would be 'None', '456', '999'.
I am pretty new to Jira and we do not have any addons currently so I am trying to figure out if this is something I can do as an Admin.

Ah, I see. No, you will not be able to limit the items of a pick list field based on the items in another field with Jira Cloud.

Maybe the app External Data for Jira Fields can help you with your use case. It cannot build the exact scenario you described, but offers some ways of getting around some general cloud limitations.
I would recommend you check out the use case dependant field and/or search field. And using local Jira as a data source to select the values.
