Hi Pavan.
Open your project and then click on the project settings icon (the cog) located at the bottom of the project sidebar.
In project settings click on the screens link in the project settings sidebar.
In the screens view find, and click on, the create issue screen for the screen you want to change.
In the screen configuration view find the field you want to move and place your mouse arrow over the hash marks to the left of the field name. Your mouse arrow should change to a four-headed arrow.
Then simply drag the field and place it below the description field.
Repeat for the Issue Detail View.

Hello Roy - can you please check the attachment and see if that is what you intended for me to do, this i already tried. I came back to issue detail view in backlog screen and see that the AC field is still towards the right of the screen. Am i doing something wrong?

That's the right spot, @Pavan Tipparaju. Try moving the Description and Acceptance Criteria to directly below the "Summary" field.

Hey Scott, thanks for the reply. From the backlog screen, I click top right .... and go to board settings. In that i dont see the issue detail view as an option or a link. I confirm that am the administrator of the system. what is that am missing here. thanks again!

You'll need to go to "Project Settings" in the left-nav column, as outlined by @Rynder Roy Klomp. That's where the Screens section is that allows you to customize the issue view screens.
