I am the administrator JIRA.
We need to change the owner of the filters.
I have performed this operation many times, but there are several filters left that I can't make changes to.
After clicking "Change owner" - > Select user - > "Change owner", the page is overloaded, but the owner does not change.
There were about 40 filters (owner User1) edited about 30 filters (User1 - > User2). There are not many of them left, I can't change the owner.
Please tell me, what could be the problem?

replace xxxxxxx with your domain
if you don’t see the filter it isn’t shared. Consider simply recreating.

1. User2 does not have filters of the same name.
2. User2 is a member of the user group specified in "Shared with"
3. I tried to log out of my account and log in. Then I repeated the operation.

User2 - group member: only Group2
Should there be a change of ownership under such conditions?
Or should User2 be in all groups?
