Filters: I can't change the owner

I am the administrator JIRA.
We need to change the owner of the filters.
I have performed this operation many times, but there are several filters left that I can't make changes to.
After clicking "Change owner" - > Select user - > "Change owner", the page is overloaded, but the owner does not change.
There were about 40 filters (owner User1) edited about 30 filters (User1 - > User2). There are not many of them left, I can't change the owner.
Please tell me, what could be the problem?

To change the owner of a shared filter go here - https://xxxxxxx.atlassian.net/secure/admin/filters/ViewSharedFilters.jspa

replace xxxxxxx with your domain

if you don’t see the filter it isn’t shared. Consider simply recreating.

I see the filters, they are in the screenshot.

Hello @ikorotkov 

Have you checked if this is the issue?

You cannot change the ownership of a shared filter to a user who:

  • already has a shared filter with exactly the same name, or
  • does not have permission to view the shared filter.

Have you tried logging in/out of Jira, sometimes it gets overloaded and if it will state that you don't have permission.

1. User2 does not have filters of the same name.

2. User2 is a member of the user group specified in "Shared with"

3. I tried to log out of my account and log in. Then I repeated the operation.

There are no errors when changing the owner.

The problem is still relevant. The owner is not edited.

Filter - shared with: Group1, Group2, Group3
User2 - group member: only Group2

Should there be a change of ownership under such conditions?
Or should User2 be in all groups?
