Fix Versions from Create and Edit screens

One of my users asked why Fix Versions from the Create and Edit screens shows all options, instead of Released then Unreleased. Ideally we would want the Create and Edit screens to work like the View screen.
- Does not show Released and Unreleased from Edit scree (Same for Create screen)
- Does show Unreleased and Released from View screen
