Is there away to change the font size of Jira taskboard notification emails, they are really small?

I get changing the CSS, but where do I find the CSS file for my account? And do I have to download it and re-upload it somewhere? Do I have to have a special server access or something? I only use Jira for graphic project asset sharing. I dont work in back end web dev or anything.

You need your server administrator to apply these hacks to your installation.

Is that someone that every user gets access to, or is this something that is unique to each user depending on what kind of work they do?

This change is done to your entire system. it is not possible to customize font size for only your profile. as @Nic Brough -Adaptavist- mentioned; you should contact your JIRA system admin reading this. since you do not have access to the system files.
