That is not the UI for raising a request with Atlassian Support. That is the UI for a Jira Server or Data Center instance managed by your company.
The message indicates that there is a field (Fix Version/s) that must be filled in when creating an issue. In order to modify that field you have to have the Resolve Issue permission in the project.
You will need to contact the Project Administrator for the project and the Jira Administrator for the instance to address these issues.
Not quite - the url is jira.atlassian.com - it's not support, definitely, but it is where people raise issues, bugs, improvements and so on.

I followed below steps to raise support request.
1) Visited https://support.atlassian.com/contact/#/
2) Selected Product suggestions.
3) Clicked on create button and selected Jira Server and Data Center Project and issue type Public Security Vulnerability.
4) Filled all the mandatory fields.
5) Post clicking on create Got Error.

You did not raise a support request, you tried to create a product suggestion. Try support instead.

To open a Support case where you can describe the error you are having trying to create a Product Suggestion, try selecting Technical issues and bugs.
