I am new here, My company has come up with jira web recently. I am also interested to develop a app. So can I develop a stand alone app that runs in desktop and communicates to my office's atlassian installation. Sorry if this is a completely a wrong question ..

yes, you can develop your application in whatever technology you like and for communication with Jira use REST API: https://developer.atlassian.com/server/jira/platform/rest-apis/
