How can I create a report per resource (issue type or user) for the year of 2015, 

incidents per module

Resource System Module

Number Of Closed Incidents

Number Of Carried Forward Incidents

SLA Compliance Response

..

In dashboard "Dashboard x" and Prroject "Vacations Project"

Create a filter for the issues you want to report on, and then use it in dashboard gadgets that do the counting for you.

You have not really defined how you are storing most of those data points, so I don't know if or how we could combine them.   But as a guess that "closed" and "carried forward" are status in the workflow, you could use your filter in a 2-dimensional report with Status on the X axis and User on the Y.  And add another one for the same, but with Issue Type on the Y axis

It depends on what your data points are.  I used an example of "status", which you can easily get lots of reports on in plain Jira.  I don't know what your data is, so I can't tell you if Jira can report on it.
