We might require to add few new entities too, which are not already exist in standard JIRA and also customize the existing entities. So, apart from administration work, we require to define our own workflow and entities in JIRA
We are also planning to use some plugins or build our own plugins.
Can you please suggest what all training are relevant to above requirements?

Can you please also suggest, when we come to build our own plugins or use some ready to use plugins in market, it will be done by the person having JIRA Administrator skills?

To install plugin , user will need Admin permissions. Although other users can request through JIRA to Admin for any specific plugin.
To build a new plugin you need to use Atlassian SDK if you are building for server platform.
Or you need to use Atlassian Connect Framework if you will be building for cloud platform.
