How can we search user for who cahnged custom filed value. We need to create a filter. Can one help me to get that jql.

There isn't s JQL to search for a field which was updated. Only for issues that have been updated. Which field was changed? Can't you search from the issue's history to find out who changed it?

You have to search on jira.atlassian.com to see if such suggestion exists, but I doubt it.
