What do you mean by 'special transitions'?  

When a workflow is built you can put conditions so only certain users (project roles, group) can execute it.

I want to make permission for Dev and QA to execution, but also I want statuses, which will see only Dev and statuses only for QA. Can I do that?

Putting conditions on what user can execute the transition makes it so only those who can execute the transition can see that it is there. That effectively hides the transition from other users. However you can't hide any fields shown in the transition screen.
