How I can restrict User/Groups management (add, delete) to a specific group of users not admins?

I need to isolate the possibility to add and remove users and gruops in case, to a restict number of users that are not administrators. Is it feasible ?

we use a plugin which is called delegated group management to enable group members to administer their groups by themselves.

It is possible only if you do not manage your users in Jira. For example, you can use Active Directory or Atlassian Crowd. In this case admins of Active Directory or Atlassian Crowd do not have to have admin priviliges in Jira.
