When the data centre (Sand-Box)is refreshed add-ons (Atlassian Market) are getting delete. Then we are adding those add-ons manually is there any tool or Process to automate those Add-ons .

You just have to copy the plugin folder over the sandbox environement.

Apps are stored into your JIRA_HOME directory under plugin/installed-plugin folder. If you copy the content of this directory to the sandbox in the plugin/installed-plugin folder then start JIRA it will load them into the sandbox.
When doing the restore in the sandbox the data of the app is migrated, the only missing peace is the .jar files. You can copy those over the sandbox as well.
Same for attachments btw.

There is couple of way, you are not doing it every day so you should just copied the file from 1 server to the other one.
It's more system/infra admin stuff than jira specific stuff.
