I noticed that Jira cloud push a new user admin UI, which gives people a great user experience, expect I can't find the button that allow me to check a user's permissions to projects
If my memory is correct, previously, the button is under 'Login in as user'.
Anyone has an idea? Thanks!

Log in as user
Login as user will send a notification to the user and we have to explain it to the user every time. Because we might see some users' sensitive contents. So normally we just use this way for a trouble shooting purpose.
Even I login as the user, and I can see the projects. But I can't tell quickly what permissions (admin, write or readonly) the user have for all projects. Check out the attached screenshot and you will understand what I mean.

As you say it's for a certain permission and not for projects permissions overview.
Project Access
There are more than 100 projects in our instances. We really want a way to quickly check all project permissions under a user.
Log in as user

Check Permissions
If you just want to check a certain permission for a user then use the permission helper

Navigate: Jira Icon > Jira settings > Issues > Permission schemes > Permission helper.
Project Access
If you just want to check what users/groups that have access to a specific project then use that project settings.

Press the ... button and choose Project settings > Users
