The time Jira is showing is based on the time set on the host server, have you checked that?
In the Admin section within Jira, check under System Info the value set for System Time (or check directly on the host).

Did you try to check/amend timezone in user preferences in jira?

I tried to have the same timezone information there. unfortunately the result is the same.
