We want to give project administrators more independence in configuring and managing their projects (e.g. workflows, screen layouts ..). Along the lines of the "Extended project administration" option in the Server version. But we use cloud.
As far as I can tell it's all or nothing? I.e. for each project we would need to give someone full Jira admin rights just to let them do this. But this is too risky as we loose control of user accounts, access, global config etc.
A Next Gen project is also not an option as the functionalities are not rich enough (yet).
Is there anyway of achieving this in Jira Cloud?

You can grant Administration rights at the project level as you probably already know. But this will not allow those users to update "shared" objects like Workflows, Schemes, etc. You would need to grant them system administration to allow that, which you probably don't want to do. We have the same issue, and I have not found any other alternative. And Next Gen is not a feasible option for us either.
