Several doubt about this topic:
1. I am admin and the only user in my org, how can I Enable code feature in Jira?
2. Is the template limit whether can I enable this feature?
3. If so, may I choose a template without any limit like this?
4. Furthermore, if template restricts the features I use, does Jira support me to create a project from scratch, with all features enabled in this scratch project? I think this is a feature that I really need.
5. Besides, I meet many annoying problem about permission, and I see the free plan doesn't offer permission control feature, so if I switch to free plan, can I avoid the problem around permission?

With regard to the specific error you are seeing, what is the type of the project? Get that information from the View All Projects page under the Projects menu. The Type column will tell you the Type of the project.
Have you added yourself to the Administrator role for the project?
Have you already integrated your Jira instance with a source code management system? You have to do that before the Code feature can be enabled for a Project.

Project type: Jira - software project, company-managed project.
I don't know how to add myself to the Administrator role for the project, you can see what I do in pictures below.
and I think I have already integrated my Jira instance with a source code management system, because when I create a test project using other project type like Scrum(and I choose team-managed) and it shows I can connect to Github, and code feature is automatically enabled.
