But I couldn't find Post Function nor Create Issue Transition. Is this function deleted after some kind of renewal of Jira? If not, Can you help me do this step by step?
You need to edit the workflow being used. You can switch to the "diagram" view to edit the workflow with ease.
As displayed in the below image, you will be able to click on the "Create" issue transition and then add post functions to it.
