yes you can. All is done over the configuration of the notification scheme and the event triggers in your workflow:
This requirement "my name is in the issue" is not clear. Do you mean you got mentioned? Or your name is written in the summary / description?

Hi;
I created a notification scheme, but I don't see how to say this is just for me, and for all projects. Others want to use the existing default scheme.
I clicked on the issue created and want to have it be if created with me as the assignee - it's not clear in that how to limit it to assigned to me.
On the "my name is in the issue", I want it when they do the @dragonlord3989 typing and then select me from the list that pops up.

thats a general limitation, you cannot make a notification scheme 'personal'.
Best you create email filters in your Mail Client to delete the noise automatically.
Its the "Issue assigned event", only.
The mentioning thing worhs apart from any notification scheme. If someone metions your, you will get a mail.

Ok, thanks for letting me know this can't be done.
Is there a place to put in suggestions? A one size fits all for notifications means we're all stuck with the lowest common denominator.

you can configure one notification scheme somehow personal - but this will work only for a small instance with a couple of users.
