Which applications/programs or how can I get a proper system to email non jira account users from our existing Jira user email that is linked to our project? Example: DevOps Project we have email setup as devops@company.org - when users from our company domain email devops@company.org, it states the Jira Account as both reported/assignee; i would like a system that would recognize the domain email account that sends to devops@company.org to appear as reporter so when we close our tickets it will email them directly.
We are NOT cloud based so we are not looking for cloud based solutions

Hi Boris, would Notification Assistant for Jira work for Jira Software? We are using that as our main source of software and we are not using the cloud based version - would it work?

Hello, it is a bit more complex than switching to any one plugin and being done. For a user to be set as the reporter, they have to be a Jira user.
What you can do is use a plugin like Notification Assistant for Jira to send notifications to an email which is specified in a text type custom field. Then you can use another plugin like In-Mail Handler Pro to parse responses and place the email address of the sender into the text field I mentioned earlier.
However, what you are essentially getting to with this type of setup is a way to bypass Jira licensing. There are times when this makes sense, but you should also consider whether Jira Service Management could be a better solution for you. You only pay for the seats of the people within your company there, and you can have unlimited remote users.

Thanks Boris for the information, are you suggesting we use Jira Service Management as opposed to the Notification Assistant fro Jira and Mail Handler Pro? The only issue with Jira Service Management is that it is purely cloud based and we are looking at setting up something that isn't cloud based since our organization is very secure and most end users don't have access to internet since we are in charge of sensitive materials - which is why we are sort of "bypassing" Jira Licensing but for good reasons.

Users can be added in a variety of mechanisms such as automatically when they email in, or using LDAP, SAML, or via an API.

Well, it depends, do you want JSM customers to sign up to your instance, or do you want to control that? In JSM, a reporter is treated as a customer. If you want anyone to be able to create their own account, then you set the JSM project to public mode - this will allow anyone to create an account in your instance.
FYI, JSM customers would not be counted against your license count and they would not get any sort of access to any other projects in your instance except the ones that they sign up for. You might also want to go through some of the JSM documentation to understand the solution:
