I am logged in as a JIRA administrator but i am unable to move tickets created by or assigned to other persons from status "Open" to "In Progress". When i create a ticket and assign it to myself i can move it so the transition is possible.

Move issues is a confusing one lol. It means to move from project A to B. Not transition.

Also check the workflow you are trying to transition. Maybe there is a condition there setup?

So your permissions were right after all.
I don't know who/why this is in place. Generally speaking to me doesn't make sense as a condition, if the assignee can be set/edited.
Instead I would suggest a PULL approach, set a post function to assign the issue to whoever transitions it in Progress.
