I don't want to allow users to create a child issues for the epic when the epic is closed.
Please help me in achieving this.

Denying the Edit permission via workflow properties for the Epic issue, as suggested by @Ralf Fehling , is not enough.
That will prevent you from seeing the option to add a child story to the epic when you are viewing the epic. However, when creating or editing an issue you can still set the Epic Link field to an Epic that is closed.
You could set up an Automation Rule to detect that a child issue has been added to a closed Epic, and remove it from the epic or send an email alert or both.

Marking an epic as Done
Epic status isn't an automatic custom field, and you can set the value manually. If you set the Epic to Done, it will disappear from the agile board and you will not be able to find it in the Epic Link field. It will also disappear from the Epics panel.
You can mark your epic as done by going to Backlog, opening the Epics panel and selecting Mark as Done for your epic.

Using the Mark As Done option on the Epic is also not enough.
That just removes the Epic from display in the Epics panel. It doesn't prevent the addition of the done Epic as the parent for an issue.
