Our project admins use the csv importer on Jira Cloud (under Filters>Advanced issue search). We do not want to grant them Jira admin rights and access to the system controls just for csv imports. They have bulk update permissions enabled.
Why can't they update their issues through the csv importer? See this post as it might provide a little more clarity.
The best comment in that post to me is probably the one that says the importer is designed to be a support function and not a daily use function. Therefore it makes sense to me that only Administrators would perform that function.
As to your other question about the Key - for an update, you simply include a column in your CSV labeled Key. Then map the key in your CSV to the 'Issue Key' JIRA field. Don't worry about it not being on the Create screen because you are doing an update and not a Create.
I believe the point that @Danielle Green is making is that when you use the Import function from the Advanced Issue Search screen, then in the Mapping screen the "issue Key" field is not selectable at all. You cannot map an issue ID column in the CSV to the Issue Key field, and therefore cannot change existing issues through the Import function available under Advanced Search.
I am a full JIRA Admin and use the External System Import process frequently. There I can map input data to the Issue Key field. When I use the Import function under Advanced Search, Issue Key is not available.

It's as @Trudy Claspill says - Issue Key is not available in the Import function under Advanced Search. So I cannot see a way for users to bulk update issues with csv without granting them all Jira admin permissions.
