We created a software project in December 2023 and I created a new software project in March of 2024. I want to now add teammates to this but it appears the process has changed and I cannot find out how to add them now. I am able to add teammates, but I can only add them as administrators, which I don't want to do.

The process has not changed.
What you are seeing is the difference between a Team Managed project (2023 project) and a Company Managed project (2024 project).
Team Managed projects are meant to be managed by their Project Administrators with regard to customizations. Company Managed projects get customizations based on settings made by the Jira Administrators. This results in having different options in the navigation panel on the left.
For both types of projects the Project Administrator can add people to the project. In Team Managed projects you select the Access option to get to the page for adding people to the project. In a Company Managed project you need to select the People option.

It would appear that the project you created last year was a team-managed project, which allows you to manage it completely independently of the global configuration.
The second project you showed, the one from this year, is a company-managed project, which has a different set of rules for how they are governed. I think you would just need to ask for a team-managed project to be created, if that is how you prefer to work.
