I can't find how to enable comment interally.

Internal comments are only available for projects that are set up using one if the Jira Service Management projects. Jira Software projects do not have this feature.

Thank you @Mikael Sandberg Actually I do have a subscription, trying to figure out how to sort this out, which template should I use and what do I need to set in order to achieve this?

Okay, then all you have to do is create a new project and select one if the Service project templates

It should show up automatically if you have created a service project. If you go into the detailed view of the request you should see this

Up in the left-hand corner, right underneath the project name, does it say Service project or something else?

If I go to "Jira Service Management" and click on create project I get this

Okay, you have to select which template you want to use. Classic project (which is being renamed to company-managed project) allows you to share configurations between projects, like workflow status, fields etc. Next-gen project (is being renamed to team-managed project) is a fast way to get started, but limits you what you can do. You can find out more about the renaming here.
Once you have selected either classic or next-gen you will see the templates available for each of them. Once you have selected your Service project template and created the project you should be able to see add internal notes once you created a request.

In Jira Software you only have the ability to comment on an issue. There are no internal comments like there is in service management. You can apply permissions to comments in software that allow you to restrict a comment to the appropriate audience.
